Ok, so here’s what we know:

The city is a mess.
The existing systems can’t seem to figure out how to fix it.
So we are going to try to do it.
But we can’t do it alone, we need help.
So we are trying something radical.

We are launching an app so residents can report litter and then anyone with the app can claim a ‘bounty’ for cleaning up that mess.

We have a lot to figure out about pricing, supplies, accountability, payment ... it’s a long list. So we are going to be testing things in pilots for a few months.
