I would suggest printing out a few copies of the PDF to keep with you whenever you walk in Philly. When somebody asks you for money, saying they're homeless or hungry, keep your cash, because 80% of the time it's going to feed a bad habit. Give them a copy of the PDF instead, so if they're really in need, they'll have real, substantial resources to reach out for. Another possibility is to download and print materials from 2-1-1 SEPA:
