I would suggest printing out a few copies of the PDF to keep with you whenever you walk in Philly. When somebody asks you for money, saying they're homeless or hungry, keep your cash, because 80% of the time it's going to feed a bad habit. Give them a copy of the PDF instead, so if they're really in need, they'll have real, substantial resources to reach out for. Another possibility is to download, print have materials on hand from 2-1-1 SEPA:
