A block captain may be a community clean-up coordinator, a Neighborhood Watch coordinator, or a political organizer - or all of the above. A block captain is generally considered to be the lowest-level political figure.
Block captains in Philadelphia, a program begun in 1965, are authorized and organized under the Philadelphia More Beautiful Committee (see Philadelphia More Beautiful Committee) of the Sanitation Division of the Streets Department.

This is a service of PhillyBlocks which is hosted by the Institute for the Study of Civic Values (see Institute for the Study of Civic Values), which itself was formerly under the auspices of the Philadelphia city government.
